Maybe this car owner deliberately ignored all the construction signs and parked his car there anyway. Then a truck driver came along without a care in the world and dumped a whole bunch of cement. I mean, he probably could have just called to get the car towed, but to each his own. Not sure any car insurance will cover this mishap.
