Not The Best Suggestion
It is usually not worth getting angry over a lack of paper towels in the toilet. After all, it is not always possible for the staff to check whether it is fully stocked or not. If you have bad luck, you only have to let one of the employees know about it. The sign lets us know that there is a problem, although they do not care enough to fix it. The world will not end if you wipe your hands on your pants, but it is still gross.
